ANAKBAYAN-UPV strongly condemns the first three extra-judicial killings under President Noynoy Aquino’s two-week old administration. We lament that incidents like this still persist despite the new president’s assurance to go after the perpetrators of activist killings and ensure a peaceful realm during the campaign period.
Bayan Muna Partylist Aklan Chairperson and Lezo, Aklan Sangguniang Bayan member Fernando Baldomero was infront of his house in Brgy. Estancia, Kalibo, Aklan in the morning of July 5 shot dead with three gunshots in the head and neck by two armed men as he was about to bring his 12-year old son to school.
On July 9, Pascual Guevarra, 78, was shot dead by a lone gunman shot in inside their house in Brgy. San Isidro, Laur, Nueva Ecija. Guevarra is a leader of the Alyansa ng mga Magbubukid na Nagkakaisa 3100 (Almana 3100).
On the same day, armed bonnet-wearing men killed Mark Francisco of the Alliance of Concerned Teachers Partylist in Sitio Umawas, Brgy. Malabas, Palanas, Masbate.
These cases of political killings happened shortly after the announcement of the “new counter-insurgency plan” of the newly-appointed Armed Forces of the Philippines (AFP) Chief of Staff Lt. Gen. Ricardo David.
Oplan Bantay Laya (OBL) 1 and 2 is the name of the counter-insurgency plan under the previous Arroyo regime that justified abductions, illegal detentions, enforced disappearances and political killings of government critics.
Through OBL 1 and 2, the Arroyo regime conducted an inhumane war that did not distinguish between rebels and civilians as well as underground and legal organizations. OBL 1 and 2 caused more than 1,100 extra-judicial killings and 200 enforced disappearances.
The AFP claims that the main culprits are the insurgents, namely the communist New People’s Army (NPA). But the United Nations (UN) Special Rapporteur for Human Rights Philip Alston and the Supreme Court clearly pointed to the AFP as the one liable for these activist killings.
The military under the former president carried out a clear policy of assassinating and abducting government critics as shown by the AFP’s commissioning of the “Know Your Enemy” paper which tagged cause-oriented groups as “communist fronts.”
ANAKBAYAN, as a national democratic comprehensive organization of the youth, is one with the entire Filipino nation in condemning these horrendous cases of extra-judicial killings and points to the military’s counter-insurgency plan as the main source of these crimes against humanity.
ANAKBAYAN thus calls on the Aquino administration to apply the full power of the law to punish the perpetrators of these killings. As a youth organization concerned with the rights of people, we strongly urge the new administration to censure the AFP and make these 3 the last extra-judicial killings under Aquino’s term.
